Engineering
Justin K. Cook, P.E., C.F.M President
Justin Cook has over 11 years experience as a designer and project manager, of which 8 years was serving as department head for one of the fastest growing cities in the State. As the City Engineer and Director of Engineering for the City of Broken Arrow, Mr. Cook was in charge of all design, bidding, funding management, and construction activities. Along with engineering services, Justin Cook has over 22 years of construction experience, ranging from construction labor to a crew leader, and then to a company owner in the roadway and utility construction sector. Justin’s construction experience has always proven to be a great asset in the design phase of projects, both in the plan construct ability, and in the construction management areas. Justin's experience is very well respected throughout the industry.
In October 2003, Justin started up his own full service civil engineering company. Over the past 4 years, his company has grown to over 30 full-time staff members. Mr. Cook has established a quality-engineering firm providing site design, surveying services and geotechnical/testing services to dozens of returning clients. One of the many site design projects included a design/build project with HelterBrand Construction to design and construct a multi-purpose facility for the Alabama Quassarte Tribe. Justin is also responsible for designing and managing many new Broken Arrow subdivisions and commercial sites. Most notably he is responsible for designing and assisting with the Bass Pro Shop and the surrounding area, a 250-acre commercial development.
During his tenure as the City Engineer for the City of Broken Arrow, Mr. Cook was very instrumental in completing the following projects:
- Completing over 24 miles of roadway expansion and construction;
- Completing over 26 miles of pipeline design in excess of 16 inch in diameter, including gravity sewer and water;
- Multiple miles of pipeline design under 16 inchs in diameter, including gravity and pressure sewer, as well as water;
- From 1996 to October 2003, Mr. Cook was the Engineer in charge and responsible for the development at the City of Broken Arrow, during this time, he was involved with bringing 165 subdivisions into the City, consisting of 2,819 acres and forming 5,272 Lots. (Commercial and Residential);
- Numerous public facility design projects, including but not limited to the following;
- City of Broken Arrow Fire Station;
- Two City of Broken Arrow water parks/swimming pools;
- Northeastern State University- Broken Arrow Campus;
- Senior center expansion;
- in addition to many public building renovations.
The total dollar value of projects Mr. Cook was instrumental in completing in his 8 years with the City of Broken Arrow was in excess of $90 million dollars.
Kathleen A. Church, P.E. Director of Engineering
B.S. Civil Engineering from Oklahoma State University, May 1999 Registered Professional Engineer –Oklahoma P.E.#21126, June 2003
Ms. Church has over 8 years experience in the civil engineering design field. Her primary expertise lies in storm sewer design, hydraulics/hydrology, site design, and project management. Her elective classes concentrated on soils and geotechnical.
In addition to hydraulics and hydrology, Ms. Church’s experience spans all areas of civil development. She served as both project engineer and project manager overseeing all site engineering which included hydraulic modeling for bridges and waterways, storm sewer design, detention pond design, civil site design, waterline plans, sanitary sewer plans, grading and erosion control, and Right-of-way engineering.
Gregg Allen Atkins Civil Technician / Designer
Mr. Atkins has 20 years of drafting experience which has included design and drafting of municipal, private, and commercial development projects. These projects entail preparation of improvement plans, including but not limited to, utilities, plan and profiles, plot plans, grading plans, preliminary plats, final mapping, plans processing, site layouts, and topology.
Mr. Atkins also has experience in 3D renderings of multiple proposed site developments including golf cources, public parks, and bus stops; and electrical transmissions, electro-mechanical, cabinetry, tool & die, CNC programming, and mechanical drafting environments.
Mr. Atkins recieved an Associates Degree in Computer Electronics from Hi Tech Institute - Phoenix, AZ in 1988 and holds a Certificate in Civil Drafting from EDI - Las Vegas, NV received in 1993.

Surveying
David Cantrell, P.L.S. Director of Surveying
David Cantrell has over 30 years experience in the Civil Engineering and Survey Fields. Prior to joining Cook and Associates, Mr. Cantrell owned and operated an Engineering & Surveying company in Owasso, Oklahoma.
Mr. Cantrell is a Registered Professional Engineer in Oklahoma PE#16182 and a Licensed Professional Land Surveyor in Oklahoma LS#351.
Mr. Cantrell has been Project Manager on Highway & Bridge projects. He is also experienced in Subdivision, Site and Utility Survey and Design.
Nick F. Delmedico Special Projects
Mr. Delmedico currently is part of the special projects survey team and Director of Surveying at the Fort Gibson office.
While at Cook & Associates Engineering, Inc., he has spent time with Lab and Field Services assisting with geotechnical drilling, construction material testing, drafting and design team, project management, and various other field related tasks.
Mr. Delmedico is also pursuing a Bachelor’s degree in Civil Engineering at Oklahoma State University and his Professional Land Surveyor's license.
Amanda R. Reid Survey Department Coordinator
Current responsibilities consist of preparation and plotting of legal descriptions, production of survey documents, including ALTA/ACSM Land Title Surveys, Boundary Surveys, Mortgage Inspections, Plats, etc. Ms. Reid has 6 years experience in land surveying.
Robert Lewis Survey Technician/Drafting
Mr. Lewis has 6 years experience in Civil Engineering and Surveying. Previously, Mr. Lewis served as Survey Drafting Technician at a similar firm.
Current responsibilities consist of production of survey documents, including ALTA/ACSM Land Title Surveys, Boundary Surveys, Mortgage Inspections, Plats, etc.

Nathan Coe Director of Laboratories
Mr. Coe has over 10 years experience in the construction industry. His career began at Quality Testing, Inc. as a Lab & Field Technician. His testing experience with Quality Testing, Inc. included in-situ and laboratory testing of concrete, soils, asphalt, aggregates, and masonry, for quality assurance and control.
Mr. Coe joined the Cook & Associates Engineering, Inc. team in 2005 as the company’s Laboratory Manager. His Laboratory Manager Duties included overseeing daily lab and field operations, and as the Radiation Safety Officer (RSO).
As a result of his management skills and his lead in the acquiring of Quality Testing, his previous employer, he has subsequently been promoted to Director.

Shelby Jackson Lab Manager
Mr. Jackson is a Laboratory and Project Manager with over 7 years experience in the construction industry. His career began at Quality Testing, as a Lab and Field Technician. His testing experience included in-situ laboratory testing of aggregates, asphalt, concrete, masonary, and soils forquality assurance and control.
Mr. Jackson joined the Cook & Associates team in 2006. His duties include overseeing daily lab and field operations, employee training, equipment calibration/verification, reviewing test results, and scheduling.
